Locations are managed under the location master under the admin settings.

All locations configured there would be automatically shown to the user. You could add locations under the location table or just add locations directly from the purchase order.

To add a new location from the purchase order, open the purchase order and click on + Add new

This will open up the following window where you can add the new address

Click on create a location to save the address.
