If you use budgets in ProcureDesk and the budget year, for example, is set from Jan to Dec, you won't be allowed to create orders from 1st Jan of the next year if your next year's budget is not set up in ProcureDesk yet.
Admins can enable this setting to continue ordering while you get the budget for your next year in ProcureDesk.

Access Configurations
Navigate to the Admin section.
Go to the "Configurations" menu.
Modify Company Settings
Select Company Settings and then choose the General tab.
Enable Budget Option
Check the option to Allow Skipping Expired Budgets.
Save Changes
Click "Save" to apply the changes.
