1. Switch to "Admin" and Go to "Configurations".

2. Go to "Manage Privileges".
​
3. Select the Privilege for which you want to lock the Ship to.
​
4. Check the "Lock Ship to Address" option in the Orders section and update the Privileges.

Now the users with this privilege can only select their default "ship-to' on the PO.
